It would be smart to allow users to make an anonymous tip-off on an investigation without joining it. We could even recommend that they go through hidemyass.com before doing so.

automatically email everyone when an FOI is completed
When someone adds a link to an FOI request on What Do They Know, we should have a monitoring tool that keeps an eye on it. Once it's responded to, it should automatically add an update to the challenge that links to it. And once it's completed it should email everyone on the investigation.

allow people to interact with the site without signing up
If I get pointed to an investigation, I can't even have a look at the details without signing up. This (a) discourages anonymous browsing (which I'd think is important in this site); (b) is bad web interaction practice.
Personally, I'm unlikely to sign up until I've played around (because how you've made the site work will dictate whether I'll expend effort on it).

Is there a way to invite exisiting users to an investigation
without copying and pasting their email addresses from the admin page

Ideally you will be able to invite people based on a list of your co-investigators on other investigations. I’m on it.

Allow users to invite people to the site as a whole
At the moment they can only invite to investigations. Also, make it prominent - maybe top right near login?

this will help users to find topics that are local or relevant to them and will help organisations and interested parties to become aware of and involved in investigations concerning them.

'Help Me Investigate' section
I just signed up yesterday, it seemed more worthwhile for me to help out an investigation there was hardly anyone else working on rather than be drawn to the popular investigations, as is naturally the case.
I'd like to see perhaps a 'What needs help?' section for investigations relatively unpopular (as in, there's relatively few people working on them). I would've definitely used this yesterday.

Allow users to sign up for updates on completed challenges
At the moment you cannot 'accept' a challenge which is completed - which means you can't receive updates even though they may still be added.

Allow users to send a private message to all those involved in an investigation
Some material discussed in an investigation can obviously be sensitive. It may not be appropriate to use the 'update' facility for this. it would be much better if we could update those involved in the collaboration with messages only they can see.

Allow users to request an invite from the person who started an investigation
When we launch users will be able to see investigation questions but not the detail. Rather than them request an invitation from the site it would be better if they could request it from the person who proposed the question, creating a connection and reinforcing the feeling that this investigation is worth pursuing for the proposer.

Include buttons in emails to members to join an investigation
LinkedIn do this very successfully with friend request emails.

Clearly post guidelines on how investigation questions can be modified once they've gone "live".
Having posted a question for an investigation, I'd like to modify it so that the purpose is clearer but it seems I'm not allowed to do so.

Welcome invited users with some suggested actions
When a user clicks on an invitation, registers, and is taken to the investigation it would be good to welcome them with 'Here are 2 quick things you can do...' - perhaps 'add background information' and something else.
